Contributions of Technology Use in Urban Infrastructure to City Security
With urbanization—particularly in the 21st century—the vast majority of the global population has gravitated toward living in cities. This rapid population growth has brought about security challenges such as traffic congestion, rising crime rates, disaster risks, and the need to protect critical infrastructure. At this juncture, smart city technologies and digital infrastructure management systems step in, playing a pivotal role in ensuring urban security.

Key Contributions of Technological Infrastructure to Urban Security
Smart city security planning enhances crime prevention rates, rapid response capabilities, and disaster resilience through the integrated operation of sensors, video analytics, communication infrastructures, data/incident management, and organizational processes. The keys to success in this field are open standards, interoperability, robust governance, the protection of privacy principles, and sustainable systems.

When addressing technology-enabled urban security within a strategic framework, the primary objectives are to reduce crime and the sense of insecurity among citizens, shorten response times to criminal incidents, protect critical infrastructure, and ensure operational continuity during disasters. This is achievable through the "technology + process + people" triad. Technology boosts tactical effectiveness; processes bring standardization; and trained teams ensure the sustainability of these processes.

To illustrate the methods that can be employed: Smart Surveillance Systems:

Crime prevention and faster incident resolution are made possible through IoT-enabled camera systems, as well as facial recognition and license plate reading technologies. AI-powered analysis systems instantly detect suspicious movements. Singapore’s Safe City Program has reduced crime rates by 20% by analyzing data from over 110,000 cameras.
Disaster Management and Early Warning Systems:

Sensor-based monitoring and early warning technologies save lives during disasters such as earthquakes, floods, and fires. Smart flood barriers and air quality sensors offer proactive measures against the climate crisis.
Japan’s Earthquake Early Warning System[2] sends alerts to mobile phones seconds before seismic waves arrive.
Traffic and Transportation Safety:

Smart traffic lights detect traffic density via sensors to optimize signal timings and prioritize emergency vehicles.
V2V (Vehicle-to-Vehicle) and V2I (Vehicle-to-Infrastructure) communication systems predict potential accidents and issue warnings.
The collaboration between Citymapper and TfL in London has reduced traffic accidents by 15%.
Cybersecurity and Critical Infrastructure Protection:

City water, energy, and communication systems are managed using SCADA software.
Cyberattacks on these systems could bring the city's entire operations to a halt.
To ensure security, SIEM software is used for real-time attack detection and prevention.
(SIEM: A centralized security management system that detects unusual activity by monitoring network traffic and log records in real time.)
Technology plays a critical role in making cities not only more comfortable but also safer. However, the benefits provided by these technologies must be supported by ethical data usage, robust cybersecurity measures, and smart planning. The safe cities of the future will be those that integrate technology in a sustainable and secure manner. Statistical Data and Graphs:
The graphs below present statistics regarding the use of security technology in cities.

URBAN SECURITY INITIATIVES WITH TECHNOLOGY-BASED INFRASTRUCTURE CONDUCTED BY ISTANBUL METROPOLITAN MUNICIPALITY
Istanbul Metropolitan Municipality (IMM) has been implementing multi-dimensional projects in recent years to enhance urban security. These projects encompass aspects of both physical security and cybersecurity.

Security within the Smart City Strategy
The 2030 Istanbul Smart City Strategic Plan[8] targets digital inclusion, crime prevention, disaster-resilient infrastructure, and the creation of safe living spaces under the heading of "Smart Security." The plan aims to support security management through smart camera systems, sensor-based early warning networks, and data analytics.

Security in Transportation and Disaster Scenarios
The Istanbul Sustainable Urban Mobility Plan[9] (SUMP[9]) and the Transportation Master Plan focus on enhancing traffic safety and ensuring the security of transportation infrastructure during emergency scenarios. These plans include redundant systems and emergency response protocols to ensure the uninterrupted operation of critical transportation networks during disasters such as earthquakes and floods.

3. Cyber Security Operations Center (SOC)

Developed by İSTTELKOM[11] A.Ş., a subsidiary of IMM

The established Cyber Security Operations Center monitors the city's digital infrastructure 24/7 and responds immediately to potential cyber-attacks. Advanced threat detection systems, penetration tests, cyber exercises, and data security training sessions are conducted within the scope of the SOC.

Citizen Participation and Security Projects
The Istanbul Metropolitan Municipality (IMM) organizes mobile applications, online reporting systems, and neighborhood-based security meetings to foster citizen participation in various security projects. These initiatives ensure the active involvement of citizens in security processes and raise public awareness.
At the national level, efforts have been made to establish a strategic framework for urban security in Turkey through the 2020–2023 National Smart Cities Strategy[3] and Action Plan. This plan envisions an integrated approach to technology, governance, and sustainability policies to ensure urban security.

Key smart security applications within this plan include sensor-based monitoring, license plate recognition systems, smart lighting, and integrated camera networks.

Data-driven performance metrics indicate that the use of technology reduces crime rates by 30–40% and improves emergency response times by 20–35%. This demonstrates the robust preventive and responsive capabilities of smart city security systems.

TECHNOLOGY-FOCUSED STRATEGIC RECOMMENDATIONS
Various technological methods can also be utilized in the field of security services. İSTGÜVEN, an affiliate of the Istanbul Metropolitan Municipality, plays a critical role in urban security. For instance, the methods discussed below can strengthen the company's technology integration, enabling it to provide more effective services:

**Establishment of an Integrated Urban Security Center**

Establishing a center where data from all cameras, sensors, and security units is monitored and analyzed in real-time. Using AI-powered anomaly detection systems within this center to instantly identify suspicious activities.

**Mobile Patrol Application**

Developing a GPS-enabled mobile application for İSTGÜVEN personnel that allows for real-time task assignment.
Enabling citizens to report suspicious situations via the application, including photos and location data.

**Aerial Surveillance via Drones**

Utilizing unmanned aerial vehicles (drones) at crowded events, festival grounds, and critical areas.
Enhancing night patrols through the use of drones equipped with thermal cameras.

**Coordination and Response During Disasters**

Creating a digital coordination platform that enables İSTGÜVEN personnel to work in an integrated manner with AFAD and IMM (Istanbul Metropolitan Municipality) units during emergencies such as earthquakes, floods, and fires.

**Cybersecurity Training and Infrastructure Protection**

Providing regular cybersecurity training to personnel to ensure the security of the digital systems used by İSTGÜVEN.
Protecting critical infrastructure through SCADA and SIEM integration.

**Creating Crime and Risk Maps via Data Analytics**

Generating crime density maps through the analysis of collected data.
Optimizing personnel deployment and implementing preventive measures based on these maps.

There are numerous security-enhancing methods that can be developed by leveraging technological infrastructure within urban services. Regarding the future vision, it is crucial for Turkey to make security strategies within smart city projects more inclusive and to establish stronger cooperation mechanisms among local governments, the private security sector, and citizens.

Furthermore, regarding the aforementioned technologies and their implementation in daily life, there is a need for regulations—covering areas such as the Personal Data Protection Law (KVKK) and civil aviation activities—that would empower law enforcement and auxiliary law enforcement personnel responsible for security and enable them to work in an integrated manner. Having noted the need for such regulations as a topic for a future article, we shall conclude this piece here.

Stay safe on the journey of civilization.

Sincerely,

Dr. Barbaros Dinçer              Murat Emrah YILDIRIM
